    The day was boring and slow going since the road was only partially cleared of wrecked and stalled cars. There hadn’t been any road maintenance for over two years. They averaged just 40 miles per hour and were stopping just west of Mcintyre at the Louisiana Army Ammunition Plant. Captain Bob Jones had asked Scott to check out the facility, see if it had any useable ammunition and determine if it was operational. He had sent a small team along to evaluate the plant and decide if it could be brought back into production.
    They got off 20 at the Minden exit and headed South on 371 a few miles then took Highway 164 East just below the plant. Scott stopped the convoy in the city of Doyline and sent several scout groups to check the plant for intruders.
    There were only 95 people still living in Doyline and they were initially scared when Scott’s advance team rolled into town, but when they found out that they weren’t with the USA they were excited to see them. The leader offered the high school for accommodations for the night. They even had running water and lights thanks to some large generators and jury rigged pumps.
    Again, Scott gave them his canned speech about the ISA and that they were now becoming a part of the new country. Just as the leader shook Scott’s hand she stepped to his left then fell to the ground with half her head blown all over Scott.
    Everyone took cover as several bullets ricocheted off the vehicles and brick walls. The bullet was meant for Scott and the poor woman just stepped in the wrong direction. Scott saw a flash from a building about a block away and returned fire with his M4 while his team circled back around the building, but the snipers had disappeared. Scott went back to the ambush site and found the mayor’s husband holding his dead wife in his arms and weeping.
    “Please find the men who did this and kill the dirty bastards. I have three kids who will grow up without a mother thanks to them.”
    “I promise you that we will do our best to capture them and bring them to justice.”
     
    Scott and Jim met with the town council and told them the ISA was bringing food, weapons and ammunition to help the town until a permanent base could be established in the area.
    “What does your town need right now to make it for the next 30 days?”
    “We need a doctor, medical supplies and protection against those bands of thugs.”
    “There will be a medical staff here in two to three days with a field hospital. Until then, we have a doctor and two nurses that can treat any sick or injured people. We will keep two squads of rangers based in town until the Army Munition plant is fully staffed and has a company of our Army guarding both it and the surrounding area. Please chose a new leader and think about a person to be an aide to our current governor located in Port Arthur. He will visit within a week or so. Jim will review your current needs for infrastructure assistance and begin training you to protect yourselves. He will leave a ranger behind to be his liaison and ongoing trainer for your team.”
    The council was very appreciative when they heard about the medical help and protection, but one spoke up, “What strings are attached to the help? The USA was corrupt and took most of our tax dollars and gave them to assholes who wouldn’t work. What can we expect from the ISA?”
    “Very good question and valid concerns. First, the ISA will strictly adhere to the old US Constitution. The States will have most of the power once the emergency is over. Second, there are no provisions for welfare from the federal government. We think you know who needs help and who doesn’t. Each state will have its own method of dealing with people who need some help. Our current motto is 'You work, you eat. You serve and fight or die.' We expect everyone to work and to help protect their own cities and states from all invaders."
